DESCRIPTION OF WORK – SPECIFIC
The Senior Environmental Scientist/Engineer will assist MSA staff with the following:
· Providing technical support to Projects compliance with applicable criteria and
toxic and radioactive air emissions.
· Supporting line organizations and Environmental Compliance Officers (ECOs)
regarding effective and efficient integration of environmental requirements into work
planning and execution.
· Preparing regulatory analysis memorandum and/or interpretive guidance.
· Preparing Notice of Construction Applications for criteria and toxic and
radioactive air emissions.
· Assisting line management and ECOs in the investigation of AOP deviations or
CAA non-compliance.
· Providing subject matter expert support to MSA operations regarding Clean Air
Act (CAA) compliance.
· Providing site-wide management, administration, integration, permitting and
compliance support for the AOP in coordination with other Hanford Site contractors.
· Support coordination regular interface among the regulatory agencies, DOE and Hanford
Site contractors to promoting efficient and effective implementation of the AOP.
· Support conducting regular interface meetings with the DOE and other Hanford Site
contractors to ensure AOP activities are coordinated.
· Lead resolution of AOP issues affecting or potentially affecting all or most Hanford Site
contractors.
· Prepare contract deliverables that DOE then submits to the regulatory agencies as required by the AOP or radioactive air emission licenses.
· Preparing or supporting preparation of environmental requirements implementation
products (e.g., policies and procedures).
QUALIFICATIONS
The following types of training qualifications are required:
· Bachelor’s Degree in Environmental Science or Engineering with 10+ years’ experience with at least 5 years of work experience directly related to air
regulations interpretation and implementation, permitting, and reporting.
· Detailed knowledge and understanding of state and federal air regulations
applicable to the Hanford Site. Especially, rules for stationary internal
combustion engines.
· Experience calculating and analyzing emission estimates and source parameters
for development of emission scenarios and regulatory compliance.
· Familiarity with radio-logical and toxic air modeling.
Strong working knowledge of Hanford Site operations and emission sources.
· In depth knowledge of the Hanford Site Air Operating Permit.
· Strong interpersonal skills and well-demonstrated written and verbal
communication skills.
· Exceptional organizational skills.
· Experience coordinating and leading inter-company technical meetings.
· Experience coordinating with regulatory agencies.
